Stephen C. Hines, PhD
Vice President, Research
Health Research & Educational Trust
Stephen has sixteen years of experience leading health care research, improvement, evaluation, and dissemination projects while working in academic, non-profit, and for-profit settings. Prior to coming to HRET, he was a principal at the Lewin Group. His principal areas of expertise include quality measurement and improvement, research and evaluation design and implementation, and strategies for knowledge transfer and dissemination to health care leaders. As the lead on a portfolio of projects funded by AHRQ, Stephen developed successful strategies for partnering with other organizations to engage in applied research activities, evaluate their impact, and implement workable methods for increasing the adoption of new research findings and best practices.
Prior to his tenure at the Lewin Group, Stephen was a senior scientist at the Delmarva Foundation for Medical Care, where he was lead scientist for QIO activities in MD and DC. This work entailed analyzing data to set intervention priorities and design interventions, evaluating intervention impact, and monitoring progress on quality and payment error measures. Stephen was responsible for the planning, implementation, and evaluation of a learning network for 20 high functioning hospital systems implementing high reliability concepts. He also led the development and initial implementation of Maryland’s Hospital Performance Evaluation Guide, including measure selection and calculation, and led analytic work for the CMS Data Assessment and Verification Project, which entailed designing and overseeing analyses of nursing home and home health data to evaluate quality and appropriateness of care and accuracy of coding.
Earlier in his career, Stephen was assistant professor of Communication Studies at West Virginia University and was responsible for conducting research and teaching courses in research methodology (qualitative and quantitative), persuasion, and health communication. He also held appointments in the schools of nursing and medicine, where he served as the Director of Research for the Center for Health Ethics and Law. Hines holds a PhD from Purdue University.
